Chapter One: Introduction
1.1 Background of the Study
Political elitism, a phenomenon where power and decision-making are concentrated in the hands of a privileged few, significantly influences policy implementation in many political systems. In Nigeria, political elites often dictate the policy agenda and resource allocation, which can lead to policies that reflect their interests rather than the needs of the broader population (Ahmed & Musa, 2024). Sokoto North Local Government in Sokoto State provides a vivid example of how elitist control can shape governance. While political elites often possess the resources and influence necessary to push through policies, their priorities may sideline grassroots needs, thereby affecting development outcomes (Bello & Ibrahim, 2023). This study examines the dynamics of political elitism in Sokoto North and its implications for the effective implementation of policies, focusing on the balance between elite-driven decision-making and inclusive governance.
1.2 Statement of the Problem
Despite the pivotal role of political elites in shaping policy implementation, their dominance often leads to inefficiencies and exclusion of marginalized groups in Sokoto North Local Government. Policies designed to promote local development may instead serve the interests of a few, leaving the broader population underserved (Adamu & Yusuf, 2023). Additionally, the disconnect between policy formulation and implementation highlights the challenges posed by elitist governance. This study explores how political elitism affects the implementation of policies in Sokoto North, identifying strategies for fostering inclusive and effective governance.

The study focuses on the impact of political elitism on policy implementation in Sokoto North Local Government, Sokoto State. It does not extend to other local governments or regions in Nigeria.

Inclusive Governance: A governance approach that actively involves diverse groups, including marginalized populations, in decision-making and policy execution.
